Background
The Modbury Precinct is a key regional centre in north-east Adelaide which includes significant public transport infrastructure, major health facilities and broader commercial and cultural assets.
The revitalisation of Modbury Precinct is a key objective of the City of Tea Tree Gully, with the aim to make the precinct Adelaide’s finest place to live, meet and do business.
Project Goals
The City of Tea Tree Gully required a strategic evaluation framework that could be used to monitor the performance of the Modbury Precinct over time and against objectives of their Activation Policy and the six pillars of Council’s 2025 Strategic Plan.
The framework was required to benchmark Modbury Precinct against Greater Adelaide and several other major metropolitan precincts across a range of indicators.
REMPLAN’s Involvement
REMPLAN developed an evaluation matrix incorporating over 50 individual measures which were used to assess Modbury’s performance against a range of factors (top image adjacent).
The assessment applied principle component analysis, GIS analysis and other analytical techniques to capture and report on data at a precinct level. REMPLAN compiled the data for each of the 50 measures, some including trend analysis, and presented this in a simple and easy to understand format. Scores were prepared for each of the Principles and Metrics, which then fed into an overall score for the Precinct.
The results were presented in a clear, succinct and very visual report that demonstrated Modbury’s current performance benchmarked to other comparable precincts.
Results
The method applied by REMPLAN allowed City of Tea Tree Gully to assess the performance of the Precinct overall as well as against individual metrics and principles.
The approach taken enabled clear identification of the areas in which Modbury Precinct was performing well, as well as areas where additional efforts could be focussed to improve.
