Full Time Equivalent Employment
In building REMPLAN economic models we have always been adamant that the focus should be on who works in an area and the industries they work in (place of work data), irrespective of where they live, or happened to be counted on Census night. Applying Place of Work (POW) employment by industry data from the Australian Bureau of Statistics (ABS) allows us to build detailed, region-specific economic profiles and models that are comparable on a like-with-like basis, are consistent over time and that reconcile with the data at state and national levels.
REMPLAN Economy applies the ABS POW employment by industry data to dis-aggregate the ABS National Accounts across regions, local government areas, and smaller areas such as town centres and precincts. This POW employment by industry data relates to total jobs, and in the Workforce tab in REMPLAN Economy we have cross-tabulated this with ABS ‘Hours Worked’ by region, by industry of employment data, to generate estimates of Full Time Equivalent (FTE) employment.
The ‘Hours Worked’ data is specific to each region, therefore 1,000 retail jobs will correspond to a different estimates of FTE jobs in one region compared with another region.
FTE employment analysis has now been extended to a number of reports in REMPLAN Economy.
Reports Tab
Select Employment in the left pane and a new ‘Option’ is present to convert to FTE Employment. By default, the definition of a FTE job is based on 35 hours per week. Change this to 45 hours, for example, in the left pane and observe the modified estimates of FTE employment.
Tourism Tab
Convert the overall estimate of tourism jobs, as well as the breakdown by industry to FTE employment.
Impacts Tab
For sectors such as retail trade which are characterised by a relatively high proportion of part-time and casual work, note how the value of direct and flow-on output impacts increase when the scenario is converted to FTE. There are grant and funding programs that stipulate that analysis be presented in FTE terms, these features are designed to assist in addressing these requirements.
