Background
Modbury Precinct is a key regional centre in north-east Adelaide which includes significant public transport infrastructure, health facilities, and broader commercial and cultural assets. This makes Modbury a hub for employment, retail, health, transport connections, and community infrastructure. The City of Tea Tree Gully’s key objective is the success of the revitalisation of Modbury Precinct, with the goal to make the precinct Adelaide’s finest place to live, meet, and work. To ensure this success, an updated performance evaluation was conducted.
In 2020, REMPLAN conducted an initial evaluation report for Modbury Precinct that could be used to monitor the performance of the Precinct over time and against objectives of their Activation Policy and the six pillars of Councils 2025 Strategic Plan. The 2023 evaluation features an evaluation framework developed by the Modbury Precinct Activation Plan that allows for the evaluation and benchmarking to quantify levels of performance. The updated evaluation also features the Modbury Precinct Strategic Plan themes of community, environment, economy, places, and leadership, which were used to score Modbury Precinct against the two benchmark areas of City of Tea Tree Gully and Greater Adelaide Greater Capital City Statistical Area (GCCSA).
Project Goals
This evaluation developed a clear framework to assist with monitoring the performance of the precinct over time against objectives of the Modbury Activation Policy. The evaluation also provided assessment of the Marion commercial precinct and the City of Tea Tree Gully.
REMPLAN’s Involvement
REMPLAN completed the 2023 update performance evaluation of the Modbury Precinct to support the City of Tea Tree Gully in ensuring the success and alignment with core Well Being Pillars and objectives of City of Tea Tree Gully. When applicable, REMPLAN drew from City of Tea Tree Gully Annual Wellbeing Survey, Prosperous City Report, and State of the City Report.
Results
The evaluation applied by REMPLAN allowed CTTG to assess the updated performance of Modbury Precinct. The approach taken enabled clear identification of the areas in which Modbury Precinct was performing well and where efforts could be focused to improve.
